Structures, such as patio extensions, berms, ditches, landscaping or other changes in the terrain or existing surface drainage patterns, are only allowed if they will not materially effect an increase in the normal flow of water across other lots. Often this type of project can be complete with provisions or adaptations to preserve the water runoff.
A request to change the grade of the land must be accompanied by a water run-off engineering study or contractors drawings.
In the past, structures such as patios, have been poured that have acted as de-facto dams and caused pooling and insect problems or flooding of other owners yards during rainstorms. Resolving water flow problems after the fact can be costly.
